Finally，inourrogresstowardaresumtionofworkwerequiretwosafeguardsagainstareturnoftheevilsoftheoldorder，theremustbeastrictsuervisionofallbankingandcreditsandinvestments，theremustbeanendtoseculationwithothereole’smoney，andtheremustberovisionforanadequatebutsoundcurrency。

InthefieldofworldolicyIwoulddedicatethisNationtotheolicyofthegoodneighbor—theneighborwhoresolutelyresectshimselfand，becausehedoesso，resectstherightsofothers—，theneighborwhoresectshisobligationsandresectsthesanctityofhisagreementsinandwithaworldofneighbors。

Withthisledgetaken，Iassumeunhesitatinglytheleadershiofthisgreatarmyofoureolededicatedtoadiscilinedattackuonourcommonroblems。Actioninthisimageandtothisendisfeasibleundertheformofgovernmentwhichwehaveinheritedfromourancestors。OurConstitutionissosimleandracticalthatitisossiblealwaystomeetextraordinaryneedsbychangesinemhasisandarrangementwithoutlossofessentialform。Thatiswhyourconstitutionalsystemhasroveditselfthemostsuerblyenduringoliticalmechanismthemodernworldhasroduced。Ithasmeteverystressofvastexansionofterritory，offoreignwars，ofbitterinternalstrife，ofworldrelations。Itistobehoedthatthenormalbalanceofexecutiveandlegislativeauthoritymaybewhollyadequatetomeettheunrecedentedtaskbeforeus。Butitmaybethatanunrecedenteddemandandneedforundelayedactionmaycallfortemorarydearturefromthatnormalbalanceofublicrocedure。
