ForonSetember27，1940—thisyear—byanagreementsignedinBerlin，threeowerfulnations，twoinEuroeandoneinAsia，joinedthemselvestogetherinthethreatthatiftheUnitedStatesofAmericainterferedwithorblockedtheexansionrogramofthesethreenations—arogramaimedatworldcontrol—theywoulduniteinultimateactionagainsttheUnitedStates。

TheNazimastersofGermanyhavemadeitclearthattheyintendnotonlytodominatealllifeandthoughtintheirowncountry，butalsotoenslavethewholeofEuroe，andthentousetheresourcesofEuroetodominatetherestoftheworld。

AtthismomenttheforcesoftheStatesthatareleaguedagainstalleoleswholiveinfreedomarebeingheldawayfromourshores。TheGermansandtheItaliansarebeingblockedontheothersideoftheAtlanticbytheBritishandbytheGreeks，andbythousandsofsoldiersandsailorswhowereabletoescaefromsubjugatedcountries。InAsiatheJaanesearebeingengagedbytheChinesenationinanothergreatdefense。

InthePacificOceanisourfleet。

Thinkingintermsoftodayandtomorrow，ImakethedirectstatementtotheAmericaneolethatthereisfarlesschanceoftheUnitedStatesgettingintowarifwedoallwecannowtosuortthenationsdefendingthemselvesagainstattackbytheAxisthanifweacquiesceintheirdefeat，submittamelytoanAxisvictory，andwaitourturntobetheobjectofattackinanotherwarlateron。

Ifwearetobecomletelyhonestwithourselves，wemustadmitthatthereisriskinanycoursewemaytake。ButIdeelybelievethatthegreatmajorityofoureoleagreethatthecoursethatIadvocateinvolvestheleastrisknowandthegreatesthoeforworldeaceinthefuture。
